Programme Specialist, Humanitarian Preparedness and Response
Description
Participate in and represent UNFPA in humanitarian coordination platforms, ensuring integration and visibility of UNFPA mandate areas, for the refugee response.
Contribute to updates and implementation of the Ugandan Refugee Response Plan (URRP), contribute to joint contingency plans and preparedness plans, as required. B. M&E, Policy and Knowledge Management
Ensure robust tracking of humanitarian programme implementation and financial expenditure, and review technical and financial reports of implementing partners, in line with UNFPA requirements.
Analyse and report on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and resource deficiencies and recommend corrective action. Monitor projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels.
Oversee internal quarterly reporting for humanitarian indicators, including Minimum Preparedness Actions (MPAs) and support the development and submission of the annual Humanitarian Master sheet (HQ reporting).
Prepare inter-agency reporting and submissions, including the RRP quarterly financial reporting (Activity Info) and any other ad-hoc reporting requirements for humanitarian forums.
Support national partners’ capacity to generate quality humanitarian date within the SRHR/GBV and in line with the Minimum Initial Service Package for Sexual Reproductive Health (SRH).
Address policy issues and provides substantive inputs to facilitate policy dialogue and the central positioning of the humanitarian-development-peace nexus within policies, national plans and strategies, UN system initiatives, and development frameworks in national and development partners’ coordination mechanisms in line with the new aid environment. C. Advocacy and Resource Mobilisation and Funds Management
Assist advocacy and resource mobilisation efforts of the Country Office by preparing relevant documentation (i.e., project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events).
Develop and disseminate factsheets, briefing materials, infographics, and presentations for public information, advocacy, and resource mobilisation purposes.
Facilitate the identification of resource gaps in the districts and humanitarian settings and assist in the preparation of project proposals with humanitarian components and share information about UNFPA tools for co-financing and funding.
Advocate for strengthening preparedness of central and local governments and other key stakeholders to respond to humanitarian crises and reduce the negative impact of affected populations, including advocacy and technical support for incorporation of the Minimum Preparedness Initial Package (MISP) for SRH into national Preparedness and Disaster Risk Reduction policies and guidelines in close coordination with the Ministry of Health, the Ministry of Gender, Labour and Social Development, and UN agencies.
