JOB PURPOSE
The Estates Officer will support the planning, management, maintenance and development of the University's physical infrastructure, buildings, land, facilities and related services.
The successful candidate will ensure that University facilities are safe, functional, sustainable and conducive for teaching, learning, research, administration, student welfare and community engagement.
The Estates Officer will contribute to effective management of the University's physical assets through proper maintenance planning, project supervision, compliance monitoring and efficient utilisation of institutional resources.
Responsibilities or duties
The successful candidate will be expected to:
- Assist in the management and coordination of the University's estates, buildings, infrastructure and physical facilities,
- Support the implementation of the University's estates development and maintenance plans,
- Conduct regular inspections of University buildings, facilities and infrastructure to identify maintenance needs,
- Prepare maintenance schedules and coordinate timely repairs and rehabilitation works,
- Support supervision of construction, renovation and maintenance projects,
- Monitor contractors, consultants and service providers involved in estates-related works,
- Ensure that works are executed according to approved specifications, standards, budgets and timelines,
- Maintain accurate records of University buildings, land, facilities and physical assets,
- Support preparation of estates reports, project updates, maintenance records and asset inventories,
- Assist in planning and managing preventive and corrective maintenance programmes,
- Coordinate maintenance of buildings, classrooms, offices, laboratories, libraries, student facilities and other institutional infrastructure,
- Monitor and support management of utilities including water supply, electricity, sanitation and related services,
- Assist in ensuring compliance with building regulations, health and safety standards and environmental requirements,
- Support implementation of workplace health, safety and environmental management practices,
- Participate in preparation of technical specifications, bills of quantities and project documentation where applicable,
- Assist in evaluating infrastructure needs and recommending improvement interventions,
- Support space planning, allocation and efficient utilisation of University facilities,
- Assist in managing estates-related complaints and requests from staff and students,
- Coordinate with departments and service providers to address facilities-related challenges,
- Support implementation of sustainability initiatives including energy efficiency, waste management and environmentally responsible practices,
- Participate in procurement processes related to estates, maintenance and infrastructure projects,
- Monitor the quality of materials, workmanship and services provided by contractors.
- Support management of institutional assets and ensure proper documentation,
- Participate in preparation of estates budgets and monitoring of expenditure,
- Maintain professional relationships with contractors, regulatory authorities and other stakeholders,
- Participate in University committees and activities related to infrastructure development and institutional planning,
- Keep updated on developments in facilities management, construction, engineering and sustainable infrastructure,
- Perform any other duties assigned by the Estates Manager, University Management or other competent authority.
Qualifications or requirements
ACADEMIC AND PROFESSIONAL QUALIFICATIONS
Applicants should possess:
- A Bachelor's degree in Civil Engineering, Construction Management, Building Economics, Quantity Surveying, Architecture, Land Management, Estate Management or a related discipline from a recognised university,
- At least three (3) years of relevant professional experience in estates management, facilities management, construction supervision or related fields,
- Evidence in management of buildings, maintenance works, construction projects or institutional facilities experience,
- Knowledge of building standards, construction processes, occupational health and safety requirements and facilities management principles,
- Registration with a relevant professional body will be an added advantage.
DESIRABLE SKILLS AND COMPETENCIES
The ideal candidate should demonstrate:
