Protection Coordinator

DRC Uganda is looking for a highly experienced Country Protection Coordinator to support the Head of Program in undertaking a comprehensive review of the country program’s protection portfolio in relation to DRC’s Protection Minimum Operating Standards (P-MOS) as well as national and global standards and best practices. Key outputs of the assignment will include:

The development of an actionable plan for supporting DRC Uganda’s protection team to enhance the quality and technical rigor of protection services provided by the organization that is achievable in consideration of the current limited resources of the protection program and broader country program. This entails ensuring implementing teams have both the knowledge and tools to meet or exceed DRC’s P-MOS.
A fully revised protection strategy for DRC Uganda that pays particular attention to both challenges of delivering high-quality protection programming in an environment characterized by significant decreases in funding as well as opportunities availed by Uganda’s progressive refugee policy which allow for support to localization and engagement in systems-level and developmental approaches.
Collaborating with the Head of Program on new business development initiatives for protection programming, including the anticipated 2023 BPRM Uganda Notice of Funding Opportunity, as well as other calls for proposals as opportunities arise.
Supporting the Protection Manager for West Nile and Head of Program to strengthen representation and DRC Uganda’s profile with external protection-related stakeholders, including protection working groups and other protection-related coordination fora as well as donors and other protection actors.
Responsibilities:

Technical Support

Assess DRC Uganda’s protection team’s current approaches and ways or working against the organization’s P-MOS and subsequently development an actionable plan for supporting the team to enhance the quality and technical rigor of protection services provided. The action plan must be achievable in consideration of the current limited resources of the protection program and broader country program. Furthermore, the Country Protection Coordinator will play a lead role in carrying out the action plan through support in the development of tools and guiding documents as well as in identifying and facilitating staff trainings. As the assignment is field based, the Country Protection Coordinator will mentor the Protection Manager for West Nile and support the position to provide technical supervision to protection staff across DRC’s field sites in Imvepi and Rhino Camp settlements.
Develop an in-depth understanding of the protection context within the refugee settlements in Uganda as well as key displacement and protection trends in South Sudan and the Democratic Republic of Congo with the aim of establishing and building the capacity of the protection team to produce systematic updates and analysis of protection issues and trends for the purpose of informing and adapting programming, informing DRC Uganda’s senior management team and for the engaging in advocacy. This may entail collaboration with the Regional Protection Coordinator and DRC’s teams in South Sudan and Democratic Republic of Congo to explore the viability of initiating cross-border monitoring.
Collaborate with DRC Uganda’s MEAL teams to review and revise protection-focused monitoring tools and analysis.
Strategy

Support the Protection Manager for West Nile to develop a revised strategy for DRC Uganda’s protection program, including distinct sub-strategies for community-based protection, child protection, gender-based violence prevention and response and legal protection programming, while also collaborating with the Head of Program and other program staff to identify opportunities for strengthening integrated programming. The revised protection strategy will be expected to pay particular attention to both challenges of delivering high-quality protection programming in an environment characterized by significant decreases in funding as well as opportunities availed by Uganda’s progressive refugee policy which allow for support to localization and engagement in systems-level and developmental approaches.
Business Development

Collaborate with the Head of Program and Protection Manager for West Nile on new business development initiatives for protection programming, including the anticipated 2023 BPRM Uganda Notice of Funding Opportunity, as well as other calls for proposals as opportunities arise.
Coordination and Representation

In collaboration with the Protection Manager for West Nile and Head of Program, contribute to strengthening the profile of DRC in protection coordination meetings, such as the protection working group and child protection and gender-based violence sub-working groups.
In collaboration with the Protection Manager for West Nile and Head of Program, coordinate with technical focal points from the Office of the Prime Minister (OPM), UNHCR, UNICEF, other protection-mandated NGOs, and other key stakeholders on the provision of protection services as well as contingency planning.
Ensure internal coordination and harmonization of DRC protection-related activities and protection mainstreaming within DRC Uganda’s portfolio.

Qualifications and Experience

Master’s degree in social sciences, law, social work, international development, or other relevant field .
At least 5 years of international experience leading the implementation of protection activities, including support to community-based protection structures, protection monitoring and analysis, child protection and gender-based violence prevention and response.
Proven commitment to accountability and quality assurance.
Excellent analytical and writing skills.
