Background

Job Purpose

The Human Resource Manager will provide strategic and professional leadership in the management and development of the University's human resources. The position is responsible for ensuring that the University attracts, develops, motivates and retains competent staff while maintaining effective employee relations and compliance with applicable employment laws, University policies and institutional values. The Human Resource Manager will contribute to building a high-performing, ethical, inclusive and service-oriented workforce that supports the University's mission of providing holistic and community-responsive university education.

Key Duties and Responsibilities

  • Develop and implement the University's Human Resource Strategy, policies and procedures in line with institutional objectives,
  • Advise University Management on all matters relating to human resource management and administration,
  • Coordinate staff recruitment, selection, appointment, promotion, transfer and separation processes,
  • Develop and maintain effective systems for workforce planning and staffing,
  • Ensure that staff appointments and employment practices comply with applicable labour laws, regulations and University policies,
  • Maintain accurate and confidential personnel records and staff information,
  • Coordinate the preparation, review and implementation of staff contracts and terms of service,
  • Develop and implement effective staff performance management and appraisal systems,
  • Coordinate staff induction, orientation, probation and confirmation processes,
  • Identify staff training and development needs and coordinate appropriate capacity-building programmes,
  • Develop and implement staff retention, motivation, recognition and welfare programmes,
  • Advise management and staff on employee relations, grievances and disciplinary matters,
  • Coordinate disciplinary processes in accordance with University policies and applicable employment legislation,
  • Promote a positive, respectful, inclusive and productive working environment,
  • Develop and implement policies relating to equal opportunity, workplace ethics, occupational wellbeing and staff welfare,
  • Coordinate payroll-related HR information and work closely with the Finance Directorate to ensure accurate and timely staff remuneration,
  • Maintain an up-to-date establishment and staffing structure for the University,
  • Monitor staffing levels and advise management on recruitment and succession requirements,
  • Develop and implement succession planning and talent management systems,
  • Coordinate staff promotion and career development processes,
  • Provide professional guidance on leave, attendance, working conditions and other employment matters,
  • Coordinate staff engagement, communication and organisational development initiatives,
  • Support management in resolving workplace conflicts through dialogue, mediation and appropriate grievance-handling mechanisms,
  • Prepare regular HR reports, workforce statistics and management briefs for University Management and relevant committees,
  • Ensure proper documentation and confidentiality of employee information,
  • Participate in the development and review of the University's organisational structure and staffing policies,
  • Promote professionalism, integrity, accountability and ethical conduct among University employees,
  • Establish and maintain effective HR information management systems and digital HR records,
  • Represent the University in relevant human resource forums, professional engagements and regulatory matters when authorised,
  • Perform any other duties assigned by the Vice Chancellor or other competent University authority.

Academic and Professional Qualifications

  • A Master's degree in Human Resource Management, Human Resource Development, Industrial Relations, Business Administration, Management or a closely related discipline from a recognised university,
  • A Bachelor's degree in Human Resource Management, Business Administration, Management, Industrial Relations, Social Sciences or a related discipline,
  • A recognised professional qualification or membership in a relevant Human Resource Management professional body will be an added advantage,
  • At least three (3) years of relevant professional experience in Human Resource Management, preferably with experience in a university, higher education institution or similarly complex organisation,
  • Experience in strategic HR management, recruitment, performance management, employee relations and staff development,
  • Working knowledge of Uganda's employment and labour laws and regulations.
