Since two years, countries in the ESA region have experienced an alarming increase in the number of new, or re-emerging humanitarian emergencies, including public health (including Ebola, Crimean Congo haemorrhagic fever, yellow fever, wild poliovirus, and Cholera), armed conflicts and natural disasters emergencies.

An outbreak of Sudan Ebola Virus (SDV) started in September 2022 and spread to 9 districts in Uganda, elevating the risk for cross border spread to neighboring countries (Tanzania, Rwanda, South-Sudan, Burundi, Kenya and DRCongo).

UNICEF ESAR has prioritized the critical need to support countries to rapidly scale up capacity to prevent, mitigate, and manage ongoing and anticipated emergencies as well as to enhance capacity for preparedness and response to these emergencies.

Purpose

The purpose of this external announcement is to attract suitable Child Protection Gender Based Violence in Emergency (GBViE) Specialist candidates interested in working in any of the countries within UNICEF's East and Southern Africa region to respond to Ebola outbreaks for the next 36 months. Key activities & duties

The GBViE Specialist will be responsible for providing high quality technical guidance to enhance GBViE prevention, risk mitigation and responses across EVD response. S/he will also work to improve efforts to address PSEA including strengthening SEA reporting channels and CBCMs and scaling up survivor assistance.

1- Provide strategic and technical support to strengthen GBV services within current EVD response to meet the needs of women and children.

Review UNICEF’s existing Child Protection programming in the assigned country and provide technical guidance and trainings to strengthen GBV responses among existing child protection partners.
In locations affected by EVD, develop partnerships to provide specialized GBV programming in areas with limited or no GBV services for women and girls.
Provide technical support to make necessary adaptations to Child Protection services based on the Infection, Prevention and Control (IPC) and public health measures required.
Work with existing coordination mechanisms to strengthen referrals between health, GBV and Child Protection providers in EVD affected locations.
Work with new and existing partners to ensure that all programming is implemented in line with the CCCs under Child Protection including commitments on GBViE prevention, response and risk mitigation.
Work with GBV and PSEA actors to ensure that SEA- and GBV-related complaints received through CBCMs are connected to services.
Work closely with priority UNICEF sectors and clusters to develop plans to integrate GBV/SEA risk mitigation measures across programming in line with the Interagency Minimum Standards and the IASC GBV Guidelines.

Review UNICEF’s EVD response plan and provide guidance to strengthen GBV/SEA integration across key pillars.
In collaboration with UNICEF Country offices, PSEA Specialist and Child Protection team, work closely with the UNICEF sectors involved in the EVD response to orient them on GBV risk mitigation and develop plans to integrate key GBV/SEA risk mitigation measures to be implemented.
Provide technical and operational support to government counterparts, specifically the District Local Governments and District Hospital Teams in the district, NGO partners UN agencies to implement appropriate measures to address GBV risks in the EVD response.
Develop and roll out basic training package for EVD first responders, existing and potential implementing partners on psychological first aid, safe and ethical GBV referrals, GBV risk mitigation basics, and PSEA.
Support Risk Communication and Community Engagement (RCCE) team and Child Protection section to integrate GBV/SEA prevention and risk mitigation messages in ongoing RCCE interventions.
Work with the UNICEF sections and clusters to ensure GBV/SEA risk mitigation is adequately integrated across all UNICEF’s work on the EVD response.
Train those engaged on RCCE, such as community-based groups, local women’s groups, community mobilisers, and volunteers, on GBV and PSEA core concepts and guiding principles, safe and ethical consultations, and GBV referral pathways.
Support innovation and knowledge management through systematic collection of country programme experience and the provision of GBV-related technical support.

Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders on GBV and PSEA in EVD preparedness and response
Provide updates and briefings o for the zonal office, country office and other target audiences to ensure understanding and prioritization of programming to address GBV within the EVD context in assigned country.
Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results for GBV and PSEA in the EVD context.
Participate as a resource person in capacity building initiatives to enhance the competencies of key stakeholders.
Promote the inclusion of GBViE and PSEA into resource mobilization efforts, reports, proposals, ToRs, humanitarian appeal processes, advocacy materials and other relevant documents, as required
Provide technical support and guidance on the development and/or implementation of relevant UNICEF programming strategy documents, policy documents and advocacy to address need of women and children within the EVD response.
Prepare required programme materials and reports for management, donors and partners to keep them informed of programme progress.
4- Strengthen coordination, networking and partnership building on GBViE and PSEA internally and at the inter-agency level.

Regularly represent UNICEF in coordination forums at national, sub-national and district level including GBV sub-cluster and PSEA Taskforce and provide updates on UNICEF's response, partnership and programming priorities.
In coordination with the PSEA Specialist and inter-agency PSEA taskforce, support the strengthening of safe and accessible reporting channels in districts affected by EVD including identification and training of focal points at treatment centes, health facilities, and in child protection services etc.
Liaise with UNICEF Child Protection section and other sections such as WASH, Health, Education, Nutrition, to ensure GBV prevention and response is increasingly addressed as a cross-cutting issue, in line with the IASC GBV Guidelines, and is monitored accordingly.
Build and sustain close working partnerships with government counterparts at district level through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results on GBV and PSEA in the EVD response.
Impact of Result

The efficiency and efficacy of support provided by GBViE Specialist to programme preparation, planning and implementation, contributes to the achievement of sustainable results to create a protective environment for women and children against harm and all forms of violence, and ensures their survival, development and well-being in society.
This will result in strengthened UNICEF capacity for addressing prevention and risk mitigation across the humanitarian system and supporting increased access to survivor-centered services. Success in GBV prevention, response and risk mitigation and PSEA in turn contributes to maintaining and enhancing the credibility and ability of UNICEF to provide programme services for women and children that promotes greater social equality in the country.
To qualify as an advocate for every child you will have…

Education-

Advanced university degree or equivalent in public health, the social sciences or other relevant field related to GBViE in emergency programming.
A first-level university degree with relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree plus an additional 2 years of experience.
Work Experience-

A minimum of 5 years of GBViE programming experience with either the UN and/or NGO in emergency settings
Strong understanding of GBV case management system including care for child survivors, GBV risk mitigation and programming approaches, practices and applications i.e. GBViE Minimum Standards and IASC GBV guidelines.
Excellent interpersonal and communication skills and the ability to effectively liaise with people in a wide range of functions in a multi-cultural environment.
Proven experience of planning and facilitating trainings, workshops and other capacity building modalities.
Ability to work independently and productively, with multiple stakeholders in a fast-paced environment.
Ability to work productively in a team environment and independently, and to handle requests or issues as they arise.
Ability to collect, collate and analyze data in an effective manner and strong writing skills.
Language Requirement:-

Excellent analytical, communication, writing and editorial skills in English or French(depending on the country office's official language). Knowledge of another UN language or a local language is an asset.
