DEPUTY VICE CHANCELLOR (FINANCE AND ADMINISTRATION)
SALARY SCALE: M2
RESPONSIBLE TO: VICE CHANCELLOR

To assist the Vice Chancellor in overseeing the fi nances
and administration of the University and coordinate
the planning and development of the University.
2.2 PERSON SPECIFICATIONS
The person eligible for appointment should possess the
following minimum qualifi cations and attributes:
(i) Must have served at least at the level of Associate
Professor in an accredited/chartered institution of
higher learning or held a position of Deputy Vice
Chancellor in an accredited/chartered institution of
higher learning. (All Academic qualifi cations should be
from accredited Institutions of higher learning).
(ii) Ten (10) years managerial experience in Institution of
Higher Learning or Research Institution.
(iii) Must be at least 45 years old at the time of applying;
(iv) Be a citizen of Uganda.
(v) Administrative Attributes/Competences:
a) High level of maturity;
b) Experience of strategic leadership and management
in an accredited/chartered University or equivalent
government or reputable organization;
c) Should have been at least a member of an
accredited/chartered University Senate/Council
or equivalent body in government or reputable
organization;
d) Must have excellent interpersonal skills and
competences;
e) Demonstrate evidence of negotiation skills;
f) Excellent communication skills and public relations;
g) Demonstrate evidence of ability to understand
and manage academic, Research and outreach
processes in higher institutions of learning;
h) Demonstrate evidence of team leadership;
i) Proven ability to handle student community and staff.
j) Integrity; and fi nancial literacy.
k) Knowledge of Higher Education Policies and
Operations;
l) Must demonstrate competence in using and
promotion of ICT modern technology
(vi) Financial Attributes/Competences:
a) Ability to comprehend and implement the Strategic
Plan of the University;
b) Evidence of resource mobilization skills
c) Working knowledge of fi nancial management and
budgeting processes;
d) Evidence of involvement in leadership of investment
projects;
e) Evidence of experience in planning and budgeting;
3.0 Appointment
The Vice Chancellor and Deputy Vice Chancellor shall
be appointed on contract for a period of fi ve (5) years
in accordance with the University and other Tertiary
Institutions Act 2001 (as amended).
