Technical Laboratory Lead

We are currently seeking qualified candidates for the position of  Technical Laboratory Lead.

Project Description:

FHI 360 seeks a Technical Laboratory Lead for an anticipated CDC Uganda: Sustainable National Health Laboratory Systems and Partnerships in Uganda.  The Country Grant will provide PEPFAR support to the UNHLS to achieve and monitor Uganda’s global HIV 95-95-95 goals through improved and sustainable laboratory services both at the national and subnational levels with an emphasis of strengthening the role of the RRH laboratories for greater sustainability of laboratory services, including strategies for maintenance of QMS; hub system for specimen referral, testing, and result transmission; Laboratory Information Management Systems (LIMS); biosafety and biosecurity; increased national funding of laboratory commodities and services; increased utilization of the Uganda National Health Laboratory standards and regulations; and ensuring effective global, regional, and local partnerships and collaborations with technical experts and other professionals to improve the diagnosis, treatment, and management of people living with HIV.

Job Summary / Responsibilities:

The Technical Lead will be responsible for implementing laboratory strengthening activities of the CDC project in Uganda. S/he will provide technical support to local partners and laboratories, the Ministry of Health, CDC, and stakeholders on developing or updating laboratory strategies and assist with the planning and implementation of QMS and CQI activities to improve the quality and performance of HIV/TB-related diagnostic services. The position is expected to develop collaborative relationships with other project staff, interact with internal and external clients and partners, and bring innovative ideas, methodologies and approaches to problems associated with HIV and other HIV surveillance and response in the global setting.  Specific responsibilities will include:

  • Serve as technical laboratory lead on implementation of activities to strengthen and improve management and quality of laboratory services, which includes coordinating for high level coordination and representation of the with key stakeholders, donor and other partners

  • Provide technical support and mentorship in the planning, conduct, and reporting of assessments of laboratories performing HIV and HIV-related diagnostics at all levels of the laboratory network.

  • In close collaboration with UNHLS, support mentoring of laboratories in SLMTA, SLIPTA, LCQI, RTCQI and other QMS-related activities to build their capacity to provide high quality, reliable and timely diagnostics.

  • Provide technical advisory services to UNHLS and the project team as well as other stakeholders on the development and implementation of continuous improvement initiatives to build laboratory capacity and quality with reference to applicable standards and requirements.

  • In close collaboration with national and regional laboratory management lead the follow-up of needed corrective and preventive actions following assessment and mentorship visits per the national QMS and RTCQI programs.

  • Responsible for developing and implementing continuous improvement initiatives.

  • Take an active role in supporting the development of generic QMS, LCQI, and RTCQI documents for the counties including Quality Manuals, SOPs, and work instructions with reference to applicable international standards and national guidelines.

  • Provide coordination and TA support for implementation of EQA/PT program for clinical laboratories for HIV-related diagnostics.

  • Provide technical assistance to laboratories and others as needed and requested as part of overall capacity building and continuous improvement schemes.

  • Preparation of training materials and deliver trainings to laboratories to support uptake of systems for the training, competency, performance measurement, continuing education and qualification of laboratory personnel for an improved laboratory workforce.

  • Coordinating with UNHLS and other key stakeholders to support availability of HIV rapid testing kits for sites performing services and duties as needed

  • Provide technical assistance to establish new diagnostics as they become available.

  • Support laboratory biosafety and biosecurity initiatives work and help to ensure safe working practices.

  • Lead, manage and supervise other junior project staff: Laboratory Specialists


  • Bachelor’s degree in biological or laboratory sciences within a clinical or diagnostic discipline or specialty. A Master’s degree will be an added advantage.

  • At least eight years’ experience working with HIV/TB related diagnostics.

  • At least eight years related work experience in laboratory quality assurance, quality control and audits or at least five years in a senior laboratory management position required.

  • Demonstrated ability and aptitude to perform quality assurance laboratory assessments and mentorship against accepted national and international standards and regulations.

  • Experience with successfully mentoring laboratories towards ISO accreditation or national equivalent.

  • Ability to communicate and coordinate with government, and national and international non-government stakeholders, and UN agencies.

  • Ability to work efficiently and effectively in an IT environment.

  • Demonstrated strong coordination, communication, and interpersonal aptitudes including creative problem-solving skills.

  • Demonstrated experience in training and mentoring staff and others.

  • Excellent oral and written communication skills in English; knowledge of local dialects is desired.

  • Ability to travel up to 75% of the time within Uganda.

  • Authorization to work in Uganda.
