Job Description

Job Title: Public Procurement Officer Duty Station: Kampala. FUNCTION Enabel, Belgian development agency, together with different Government Ministries, are implementing the bilateral Co-operation between Uganda & Belgium. In the framework of the “Support to the Implementation of the Skilling Uganda Strategy (SSU) implemented by Ministry of Education and Sports and Enabel in Uganda, {1} Public Procurement Officer with the describes roles below. This recruitment is also seen to constitute a Pool of Procurement Of?cers. .

MAJOR ROLES AND RESPONSIBILITIES: Result Area 1: As Expert in Public Procurement: Main tasks • Manage the public procurement procedure for contracts upward from 25,000 Euro or the various interventions and the Representations and ensure good progress; • Analyse the initial requests” collect technical specifications from the interventions; support and advise applicants in writing technical speci?cations; • Ensure the drafting of the Legal and Administrative component of the procurement contracts; • Ensure necessary publication in applicable channels [of?cial journals and local media, Enabel website my of Procurement tenders; • Draw up the documents and justice the essential decisions regarding the award procedure: Contract notice, Tender Specifications? administrative part in line with the technical part, evaluation report, award decision, noti?cation of decision…, • Organize, participate and take all decisions regarding the screening of tenders, • In collaboration with internal clients, lead the negotiations; • Organize the award procedure and ensure good progress of the process as well as ensure that rules are respected by a involved in awarding, • Assess major risks in procedures and minimize risks of later claims by tenderers, • Centralize end ?le all documents end information in an exhaustive and well structured manner • Advise the managing official in following up procurement contract performance and elaborate amendments, contract termination letters etc. in accordance with applicable legislation; Result Area 2: As Advisor in Public Procurement: Main tasks • Support the development of and supply to interventions the necessary tools for the proper management of public procurement contracts (templates, guidelines, checklists and other tools}; • Guide the projects in de?ning the steps of the procurement contract)’ call for proposals procedure, to establish a planning and to support them in all steps of the procedure; • Support the elaboration of contract planning, monitoring and reporting of Interventions; • Analyse, revise and complete the documents submitted at each stage of the contract process by the interventions: • Advise and provide guidance on the choice of procedures adapted to the needs of the interventions for complex and less complex dossiers; • Provide advice on the good management of contracts‘ • Capitalize on good practices and disseminate that knowledge Efficiently Result Area 3: As Knowledge Manager: Main tasks: • Know applicable public procurement/ grants legislation and study the regulatory framework and other documents regarding“ public procurement in accordance with Belgian legislation EU regulations; • Follow up and assimilate evolutions in legislation, doctrine and jurisprudence; • Participate in the training of staff in procurement procedures; • Know he contractual framework on Enabel and remain informed on Enabel grant regulations. Result Area 4: As Controller Main Tasks: • Ensure accurate checks and provide Notice of No Objection in accordance with the levels ?xed by the internal control for public procurement of interventions whose management does not fall under the service center; • Ensure that contracts are permanently performed, in consultation with the technical officers, in order to adapt the contracts to needs and in view of strict budget management and to avoid business, legal and technical issues with the suppliers, Result Area 4: As Contact for External Parties: Main Tasks: • Write letters in the framework of the procedures, including the provision of explanations, whilst strictly respecting equal treatment of tenderers, • Receive questions, answer them, or forward them to other competent persons; • Maintain relations of trust with external companies whilst keeping independence of appreciation; • Follow up remarks and questions of audits as well as the implementation of resulting recommendations/ actions, • Provide all supporting documents required in support of dossiers, in order of frequency; • Inform the management of any remark or observation made by a controlling instance and propose an appropriate answer or an adaptation of the practices used if these are subject to criticism.

Quali?cation: • A Bachelors‘ Degree in Procurement and Supply Chain Management; • Additional Advancement in Procurement Quali?cations will be of an added advantage.

Required Experience: • A Minimum of 5 years of proven, relevant experience in Public Procurement and Supply Chain Management; • Strong {written and oral) Communication skills: expressing ideas and opinions clearly in a structured manner that appeals to suppliers; • Taking initiative and creativity: recognizing opportunities and acting on mam; self-starter, coming up with original solutions for job related problems. • ICT skill in Word, PowerPoint, social media platforms, Excel, and using ICT tools; • Storage analytical skills: identifying problems and recognizing significant information

Skills and Person Speci?cation: • Knowledge of Public Procurement and Grants Management in development agencies; • Knowledge of Procurement Procedures, Manuals and documents used in Bilateral cooperation; • Experience of working for civil society, bilateral or a multilateral agency would be an advantage • Ability to be patient, agile, ?exible and cooperative. • Soft s ills such as ability to effectively work in a team

Salary Package: Enabel will offer a monthly gross salary package of between UGX 4.3M-4.8M, Medical insurance and a 13th Month package paid in December. Salary is accordance to years of experience.
