Plan International Uganda is looking for a Project Manager to provide strategic leadership in the implementation of a 3 year project- “Adolescent Girls in Crisis”: in Adjumani, West Nile -Uganda, funded by DFAT through Australia National Office focusing on working with South Sudanese adolescent girls and host communities. The project is piloting and testing the new Adolescents in Emergencies program design toolkit and promoting adolescent-responsive programming. The project will be implemented by Plan International Uganda with support from the Centre of Excellence: Girls in Displaced Settings. The Project Manager will be fully responsible for timely, efficient, gender-responsive implementation of all the project activities and overall project performance.
Dimensions of the Role
The Project Manager will be responsible and ultimately accountable for the project’s strategic direction, quality adolescents programming and results achievement, financial management and compliance, team leadership, stakeholder and partner relations, and donor deliverables. S/he will demonstrate excellent project management and problem-solving skills, a very high degree of maturity, flexibility, organization and communication skills, and strategic thinking to meet the demands of a dynamic and sometimes unpredictable operating environment while ensuring Plan International’s systems and policies and donor requirements are adhered to, especially gender transformative programming and child and youth safeguarding. The Project Manager will be fully integrated into the Country Program Team based in Kampala and will provide effective and quality leadership to the projects’ implementation teams based in the field. The Project Manager work across the sectors of child protection, gender based violence, education, youth economic empowerment and adolescent sexual and reproductive health rights in emergencies, to lead a) the strengthening of gender-transformative adolescents in refugee settings programming and b) support the positioning of Plan International with external partners as a leading agency in adolescent girls in crisis programming..
Program delivery, planning and management
• Deliver project activities on time and in line with budget and donor requirements, tracking progress of activities and expenditure and providing regular updates on progress, priorities and constraints
• Track program spending in SAP, analyse variations/change impact and suggest and take corrective action as needed
• Monitor and update the project activities in Plan’s internal corporate system (SAP) and ensure management are regularly informed of the project spending status and any variations
• Understands the project management cycle and develop & utilizes tools (including detailed implementation plans, quarterly workplans, procurement plans) effectively to implement and achieve project results, and comply with donor requirements, government, and partnership agreements.
• Achieve project results, and monitors appropriate benchmarks, targets, performance indicators and outcomes/outputs as per DFAT/ANCP ADPlan (Annual Development Plan)
• Coordinates technical inputs on adolescents programming, child protection in emergency and gender to support a high quality of implementation ensuring that programmatic strategies are of high quality, based on best practices and in line with donor standards.
• Systematically review risks and challenges to quality implementation and compliance and develop clear and timely mitigation strategies including resources required.
• Write well-documented, accurate, and quality narrative reports in line with donor reporting requirements.
• Produce knowledge management documents in coordination with Plan Uganda’s and Plan Australia’s technical advisors, showcasing achievements as outlined in the project documents.
Effective financial, logistics, administrative and HR management
• Ensure that functional administrative systems are established and maintained according to the PIU systems
• Monitor annual project budget and prepare periodic analysis and actions, and actively lead project outline modification and budget as needed.
• Prepare, update the annual procurement plan and develop a tracker for procurement status including requests and final payments
• Collaborate with logistics and procurement departments for all the necessary logistic and procurement needs of the project
• Monitor that project teams respect organizational values and culture (Code of Conduct, Child Protection Policy, Anti-fraud Policy, etc.).
• Support PIU HR and administrative departments for any requests related to the project implementation
Monitoring, Evaluation, Accountability and Learning
• Oversee the implementation of M&E components of the program, ensuring data is collected and analyzed and results shared in collaboration with the Project Officers and MER Manager
• Develop project level monitoring plan and monitor implementations of project activities and project indicators
• Establish and update regularly database of project activities’ achievements the beneficiary reach template and other monitoring tools
• Conduct monitoring of the project activities to feed into the M&E plan
• Ensure using Age, Gender and Diversity (AGD) approach for collection for all monitoring, reviews, reporting and documentation
• Ensure documentation of the lessons learnt and good practices from project experience for sharing and learning with other PIU teams, ANO and for recording of the organization
• Follow up on the data tracker sheet, attendance and the pre-post tests of the program models (life skills, Champion of Change and YEE modules)
• Actively contribute to project evaluations and qualitative analysis related to the program, adolescent girls’ trends and patterns in order to inform future actions.
Communication and Working Relationships
• Builds strong relationships with Plan Uganda and Plan Australia staff and develop clear communication protocols on project management;
• Engages and effectively represent Plan International in strategic partnerships with relevant NGOs (local and international), National and district local government entities /stakeholders as appropriate, to maximize use of our resources and emergency program impact and ensure alignment and strong partnerships so that co-funding requirements and targets are met;
• Effectively networks with donors, and NGO’s involved in emergency project implementation;
• Develops appropriate internal and external Working Relationships (and partnerships) to support quality project delivery and compliance.
• Support the Resource Mobilization Unit, PAM and the National Programme Manager in developing proposals that may facilitate the continuity of the project.
• Promote full integration of the project with other initiatives implemented in the same location in close coordination with the PAM.
Staff Management/Partner Leadership
• In consultation with the Regional Technical Advisor (AGiC) and PAM, recruit, interview and select staff and/or volunteers with appropriate skills for the project activities.
• Manage project staff and/or volunteers according to the established policies and practices of the organization.
• Ensure roles, responsibilities and expectations are clearly communicated and understood by the full project team.
• Team members are mentored and coached to achieve their full potential and results of the project.
• Staff performance reviews are conducted in line with Plan International Uganda’s Performance Management System.
Advocacy, Influencing, and Visibility
• Represent Plan International at the district and national level to implement the advocacy activities as stated in the project.
• Support with technical documentation of evidence from the project and write stories of change when required.
• Ensure close technical and operational collaboration and coordination with Government Agencies & Education, Emergencies, Gender and WASH Networks
• Participate and provide valuable input into the technical network meetings on adolescent programming.
• Ensure that the project is fully aligned with the Advocacy Strategy and the SDG influencing plan.

Technical expertise, skills and knowledge
• Master’s degree in Social Sciences, Youth Policy, Education, Development Studies, Program Management or another related field.
• Minimum of 5 years of progressively professional experience in managing projects with sectorial experience in child protection, youth economic empowerment, and/or SRHR programming of which at least 3 in humanitarian context.
• Strong project management skills, including overseeing effective delivery and reporting, financial/budget management, human resource management, leadership and team building skills.
• Experience in adolescent girls programming and/youth programming is considered a strong asset
• Proven leadership, inter-personal and cross-cultural skills, and ability to build and motivate multi-disciplinary teams
• Ability to communicate clearly and professionally in person and with remote teams
• Strong understanding of gender responsive programming and meaningful child participation in programs
• Knowledge of effective participatory Monitoring, Evaluation and Research systems and processes
• Ability to work independently and as a team player who demonstrates leadership
• Experienced in engaging with the international donor community and developing donor reports for grants
• Excellent interpersonal skills, including the ability to work in a matrix environment
• Excellent written and oral communication skills, including presentation and public speaking
• Strong analytical and problem-solving skills
