Laboratory Specialist


We are currently seeking qualified candidates for the position of  Laboratory Specialist.

Project Description:

FHI 360 seeks a Laboratory Specialist for an anticipated CDC Uganda: Sustainable National Health Laboratory Systems and Partnerships in Uganda.  The Country Grant will provide PEPFAR support to the UNHLS to achieve and monitor Uganda’s global HIV 95-95-95 goals through improved and sustainable laboratory services both at the national and subnational levels with an emphasis of strengthening the role of the RRH laboratories for greater sustainability of laboratory services, including strategies for maintenance of QMS; hub system for specimen referral, testing, and result transmission; Laboratory Information Management Systems (LIMS); biosafety and biosecurity; increased national funding of laboratory commodities and services; increased utilization of the Uganda National Health Laboratory standards and regulations; and ensuring effective global, regional, and local partnerships and collaborations with technical experts and other professionals to improve the diagnosis, treatment, and management of people living with HIV.

Job Summary / Responsibilities:

The Laboratory Specialist will be responsible supporting with implementing laboratory strengthening activities of the CDC project in Uganda. S/he will provide technical support to local partners and laboratories, the Ministry of Health, CDC, and stakeholders on developing or updating laboratory strategies and assist with the planning and implementation of QMS and CQI activities to improve the quality and performance of HIV/TB-related diagnostic services. The position is expected to develop collaborative relationships with other project staff, interact with internal and external clients and partners, and bring innovative ideas, methodologies and approaches to problems associated with HIV and other HIV-related diseases.

DUTIES AND KEY RESPONSIBILITIES:

Working closely with Program staff and other regional offices Laboratory Specialists to provide technical assistance, quality assessment and capacity building services to ensure and enhance the quality of laboratory services associated with the Program. Specifically, the key responsibilities are:

  • Provide technical assistance to UNHLS laboratories as needed and requested as part of overall laboratory capacity building and continuous improvement schemes.

  • Assist in incorporating laboratory strengthening and clinical laboratory functions and services into their programs.

  • Assists with the preparation and delivery of laboratory trainings and training-related services particularly with relating to HIV/TB and other opportunistic infections.

  • In close collaboration with laboratory management support the follow-up of needed corrective and preventive actions particularly in relation to HIV and HIV-related diagnostic services.

  • Responsible for initiating SLMTA, SLIPTA, LCQI, RTCQI and other QMS-related activities upon request to build UNHLS laboratory network capacity and quality with reference to accepted standards and requirements.

  • Provide TA support for implementation of EQA/PT program for clinical laboratories for HIV-related diagnostics.

  • Support laboratory biosafety and biosecurity initiatives work and help to ensure safe working practices.

  • In close collaboration with the Technical Laboratory Lead, the national and regional laboratory management assist with follow-up of needed corrective and preventive actions following assessment and mentorship visits per the national QMS and RTCQI programs

  • Assist with providing technical assistance to establish new diagnostics as they become available.

  • Perform other duties as assigned.

CONTRIBUTION:

  • Assist with the preparation and delivery of trainings to laboratory staff to include general laboratory technician training and laboratory supervisor training as well as technical trainings on HIV and other HIV-related infections.

  • Assist laboratories with developing quality systems to include an overall Quality Management Plan, routine SOP development, quality control and quality assurance systems including EQA/PT schemes, staff training, and others as needed.

  • Encourage and assist laboratories with preparing for and seeking accreditation through regionally and internationally accepted accreditation agencies.

  • In close collaboration with laboratory management develop and assist with the implementation of corrective actions and implementation of continuous improvement systems, procedures, and measures.

  • Assist laboratories with setting up internal quality control systems and/or participating in External Quality Assessment Schemes.

  • Perform other duties as assigned.

KNOWLEDGE, SKILL, ABILITIES, EXPERTISE AND COMPLEXITY:

  • Working knowledge of quality management systems including pertinent national and international regulations and guidance.

  • Proven capability and direct experience in clinical and research laboratory functions and services, including in resource constrained settings.

  • Proven capability and direct experience in conducting HIV and HIV-related diagnostics.

  • Resourceful and creative thinker with the ability to develop simple and efficient solutions and recommendations.

  • Excellent attention to detail. Excellent interpersonal skills, particularly diplomacy.

  • Direct experience developing and delivering trainings in laboratory sciences.

MINIMUM REQUIREMENTS:

  • Bachelor’s degree in Medical laboratory Sciences or biological science or within a clinical or diagnostic discipline

  • At least five years related work experience within a clinical or research laboratory including experience with laboratory quality control and quality assurance systems and implementation.

  • Supervisory experience is preferred.

  • Ability and aptitude to provide laboratory technical assistance and capacity building services and to perform quality assurance assessments against accepted national and international standards and regulations.

  • Demonstrated creative problem-solving skills.

  • Demonstrated excellent written and oral communication skills including experience in training and mentoring staff and others.

  • Ability to travel within Uganda for up 60% of the time.

  • Strong written and oral presentation skills in English is required.
