Background and Context:
The International Organization for Migration (IOM) is committed to ensuring orderly and humane governance of migration, promoting international cooperation on migration issues, and assisting in the search for practical solutions to migration issues.

Uganda is classified as a “High” risk country according to the INFORM Risk Mid-2021, with a reported value of 6.3 that ranks it 18th out of a total of 191 countries analysed worldwide. Uganda's disaster risk profile is linked to hydro, as reported by INFORM Risk, more than 245,000 individuals have been directly affected by disasters caused by natural hazards in the last 3 years health-related hazards according to INFORM Risk, 53.87% of the population living in the country requires interventions against neglected tropical diseases, and forced displacement. Like many African countries, Uganda has been experiencing climate change, which manifests significant variability in the duration, spatial distribution, and intensity of seasonal rainfall. The country is registering an increasing trend in disasters' frequency and intensity, including droughts, floods, and land/mudslides. Besides, the country is hosting more than 1.4 million refugees, mainly from South Sudan and the Democratic Republic of Congo (DRC). The country has one of the world's most progressive refugee protection policies and has been at the forefront of integrating development solutions to refugee crises. Vulnerability is exacerbated by low adaptive capacity, increased frequency and intensity of extreme weather events, weak institutional capacity, inadequate disaster management skills, lack of equipment for disaster management, and limited financial resources.

According to INFORM Risk, Uganda is classified as the 20th worst country worldwide in terms of adequate coping capacities.
Uganda is one of the co-signatories of this process), proposed the strengthening of labour migration governance through “priority actions for effective labour migration policy development and drafting, negotiating and implementing Bilateral Labour Migration Agreements (BLMAs)”.

Under the direct supervision of the Programme Coordinator and the Overall management of the Chief of Mission, in close coordination with the Regional Emergency and Post Crisis Specialist, the successful candidate will be accountable and responsible to undertake activities aimed at enhancing the local capacity in information management systems to forecast disasters based on early warning information for an evidence-based planning and timely response as well as to ensure the generation, consolidation, official validation and dissemination of reliable rapid assessments’ information to inform early responses The consultant will also provide sound support to regular operational coordination for Disaster Preparedness and Emergency Response. Finally, the consultant will play a key dynamization role on the multi-stakeholders’ advocacy initiative towards the approval of the National Disaster Risk Management Bill (NDRM Bill). To that end, the consultant will provide support to OPM-NECOC, and the Disaster Management Commission at the national level through capacity development in data and information management and coordination as well as to District Local Governments targeted in the frame of the Disaster Preparedness DG ECHO-funded intervention implemented in Katakwi and Ngora Districts in Eastern Uganda.

The Consultant will capture the context specific requirements and needs, facilitate capacity building of local stakeholders and document planning process and share lessons learned with partners and stakeholders so that best practices can be identified, understood and replicated in other on multi- stakeholder disaster preparedness planning at national and district level.

Core Functions / Responsibilities:
1) Disaster management and coordination
• Support OPM -DMC to strengthen the national DRR coordination platform for consistent and predictable coordination at the national level
• Create the crosslink and coordination between the National DRR-platform with other coordination platforms, designated governmental bodies and task team including Interagency coordination for Refugee Response, OPM Refugees Department, the Refugees Humanitarian Partners Group, OPM Disaster Relief Preparedness and Management Department, and the Ministry of Health NTF (National Task Force).
• Organize and lead trainings on operational issues focused on the update and regular use of rapid assessment tools at National and District levels, in close collaboration with relevant stakeholders, including National and District Local Government Officials, NGO’s / UN Agencies / RCRC Movement) working in the main disasters’ hot-spot areas countrywide.
• Organize and lead trainings on strategic and policy issues related to disaster surveillance and EWS, resource allocation and coordination before, during, and after crises, etc.
• The target audience of all training will be NECOC staff and staff from other ministries involved in disaster preparedness and response as well as staff from District Local Governments and relevant stakeholders, including NGO’s / UN Agencies / RCRC Movement) working in the main disasters’ hot-spot areas countrywide).
• Provide support to the existing Government Disaster Management Structures for organizing timely assessments, responses and reporting.
2) DRR Information collection and dissemination
• Support the OPM-DMC to develop common and officially validated tools for mapping of stakeholders’ interventions and gaps, information collection and dissemination on disaster, response and resource allocation.
• Support OPM-DMC to ensure the familiarization and operationalization of the tools by partners working on disaster both at the national and district levels.
• Support to improve the quality and effectiveness of disaster preparedness data collection, analysis, monitoring and reporting processes; which requires both technical and practical skills set on the part of technical staff of District Local Governments and other stakeholders working in the disaster-prone districts. The previous requires sound lobby and advocacy capacities to ensure prompt and efficient high level validation and dissemination of disasters and emergency-related information to inform decision-making, including triggering domestic and external funding to be allocated for rapid emergency response purposes.
• To ensure the inclusion of all information management tools and information flow protocols and related guidelines in all District Contingency Plans, ensuring to that purpose close collaboration with all relevant stakeholders.
• Ensure periodical updating and publishing up to date information on dedicated website or a page within the exiting OPM-DMC/NECOC main website, the for- information exchange within Authorities and the broader humanitarian community donors.
• Maintain close coordination will other platforms to avoid duplications with the information already provided through other products, such as the U-NIEWS (Uganda National Integrated Early Warning System) bulletin, and others. Ensure that the contents of the products elaborated are focused on highlighting humanitarian needs, response and remaining gaps. Ensure that the contents of these products are updated at least once monthly or more frequently if the situation requires it.
3) Capacity building at district level
• Train technical staff from disaster management committees (DDMCs) on DCP planning, and response/management, risk analysis, and early warning, and disaster-related information management, including rapid needs and gaps assessments, ensuring that data collection is conducted using the harmonized data and tools approved at National level.
• Ensure the inclusion of all disaster-related information management tools and information flow protocols are included in District Contingency Plans. Conduct real-time evaluation on the Districts’ performance on information management in case of any emergency affecting the country during the assignment period. Ensure the identification of focal points in every District prioritizing those most disaster-prone ones.
• Prepare the Terms of Reference (TOR) and training module for the TOT and the execution of the training with close coordination and guidance from the OPM-DM unit, NECOC, and Ministry of Disaster Management
• Support the development of a Contingency Plan in pilot districts following OPM guideline and test the functionality of the system through simulation.
• Provide the support to district and national officers to conduct joint rapid assessments and to do the reporting within 48 hours after the incidents.
Exit strategy
• Elaborate at the initial stages of the assignment a clear action plan including a road map defining the transfer of all the competencies mentioned in these ToR’s to the concerned national institutions at national and district levels. This position will be embedded in OPM structure, hence, the objective must be to ensure that by the end of the action, the position is integrated in OPM structure under OPM payroll.

Education
• Completed Degree, preferably an advanced degree in Humanitarian Aid / Emergency Response / Disaster Preparedness and broader Disaster Risk Reduction. Advanced degrees on relevant fields of Disaster preparedness and response including proven expertise in elaborating efficient rapid assessment Environmental Science, Environmental Engineering and Natural Resource Management, Geographic Information System, or related fields will also be considered from an accredited academic institution.

Experience
• Minimum of 10 (ten) years of relevant working experience in Humanitarian Aid (including Emergency Response and Disaster Preparedness). Demonstrable work experience reinforcing National Disaster Risk Management systems will be strongly appreciated. Candidates proving relevant experience in development, a governmental, multilateral or civil society organization in a multi-cultural setting, in the areas of disaster management will also be considered.
• Good understanding of and experience in Humanitarian Aid (Including Emergency Response and Disaster Preparedness) and capability to translate needs into project strategies and work plan
• Relevant experience in Humanitarian Aid project management and coordination.
• Sound experience in coordination and information management including capacity building of local stakeholders.
• Good understanding of Government DRM structures, legislation, and related ordinances, practical experience in policy analysis and advocacy at official high level. Good understanding of Government emergency response capacities. Knowledge of the National Disaster Risk Management system in Uganda will be a plus.
• Awareness and ability to mainstream gender and protection into Emergency response, Disaster Preparedness activities
• Ability to provide team leadership with strong interpersonal and communications skills and with the ability to motivate a team. Ability to effectively coordinate with national stakeholders, orienting efforts towards collective outcomes. The position will be embedded in OPM structure, hence, based in OPM premises.
• Ability to prepare clear and concise reports.
• Knowledge and experience working with IOM’s administrative procedures a distinct advantage.
• Excellent Monitoring and Evaluation Skills; Organizational Skills; Accuracy; Ability to work with minimal supervision.

Languages
• Fluency in English and Knowledge of other UN language is advantageous, Knowledge of Luganda or any other Ugandan local languages is an added advantage
