How can you make a difference?
Under the direct supervision of the Deputy Representative, in close coordination with Chief – Child Protection and with oversight by the Representative, the UNICEF Programme Specialist (Gender/ Protection from Sexual Exploitation and Abuse) will provide technical assistance to roll out PSEA global guidelines, standards and tools, support implementation and conduct strategic advocacy to prevent SEA in humanitarian and development settings.
In addition, in alignment with the GAP, the role of the Gender Programme Specialist is primarily technical and programmatic, with the normative advocacy and coordination role serving a secondary function. The Specialist provides authoritative technical guidance/operational support throughout all stages of programming to facilitate the management and delivery of results contributing to gender equality in alignment with the Gender Action Plan. S/he supports the development, implementation, and monitoring of high-quality gender programming/projects across sectors in alignment with the Gender Action Plan. S/he 1) supports senior programme colleagues and management of the Country Office to advance one or more of the four targeted Gender Priorities in the Gender Action Plan with support from the Regional Gender Adviser. S/he also plays a role in working with one or more of the 7 UNICEF sectors to mainstream gender by prioritizing key gender results within the sector(s) with a strong gender lens and relevance; 2) supports cross-sectional collaboration and coordination on key programmatic results on gender, ensuring coherence, maximization of synergies and efficiency in utilization of resources and delivery of results; 3) works with programme colleagues and management so that gender results are effectively defined, measured, and reported, and high quality assessment, research, evidence generation and evaluation on gender programming is undertaken and utilized, including through the application of the MoRES framework and effective theories of change; 4) Supports effective review, assessment, planning, capacity building, and knowledge management on gender and SEA; 5) Supports the assessment and identification of gender needs for emergency preparedness and response, and provides gender relevant guidance and technical input on emergency programming Including GBV risk mitigation across all UNICEF programmes.

Summary of key functions/accountabilities:
Internal capacity building and technical support
• Provide leadership and support to the UNICEF Uganda Country Office PSEA Task Force.
• Develop and update UNICEF Uganda’s PSEA Action Plan and provide technical support and monitor the implementation of the PSEA Action Plan in the country and zonal offices.
• Deliver induction and refresher PSEA trainings and awareness-raising sessions for UNICEF staff including implementing partners, contractors, consultants, volunteers; and support HR to ensure that all UNICEF staff complete the PSEA online mandatory training.
• Support the Child Protection Section to strenghten response to SEA and other forms of sexual violence against women and children.
• Support Human Resources/Management to ensure sustainability of implementation and follow-up on PSEA Action Plan.
• Contribute to strengthening inter-sectoral prevention and response to SEA and enhance capacity of UNICEF PSEA Resource Persons to lead PSEA activities in their sections and zonal offices.
• Develop and share simple messages on PSEA and GBV Risk mitigation for integration into all C4D messages across the different sectors and programs
• Lead and guide PSEA risk assessments of UNICEF national and Internatioal partners and provide them technical support to develop respective PSEA Action Plans were necessary.

Receiving and responding to SEA allegations
• Immediately refer SEA survivors to appropriate service providers so that they receive the appropiate medical, psycho-social, legal, Safety and material support they may need; provide support to implementing partners to handle SEA allegations and to provide appropriate support to survivors.
• Assist to document and manage reported SEA allegations in a confidential manner, within the UNICEF notification alert and inter-agency information sharing procedure agreed with the inter-agency PSEA Task Force.
• In coordination with Child Protection staff based in Kampala and in the field, ensure age-appropriate assistance including psychosocial, medical, safety and legal services are provided to survivors of SEA via established GBV and child protection referral mechanism and UNICEF policies on SEA response.
• In coordination with Child Protection staff, monitor the quality of assistance and follow up support provided to victims/survivors of SEA by UNICEF partners.
• Work with the Information Management Officer (IMO) for Child Protection to establish a confidential data management system on SEA cases and case management, in coordination with the Regional Office and HQ as relevant.
• Regularly update the SEA case database and provide statistical non-identifying information on SEA cases as needed to UNICEF Country Representative.

Inter-agency prevention and response to SEA
• Represent UNICEF at the national and Sub National Inter-Agency PSEA Network coordination meetings and events.
• In collaboration with the national Inter-Agency PSEA Network, provide support to the local and regional PSEA Networks on all issues pertaining to prevention and response to SEA, with particular focus on strengthening community based complaints mechanisms and integrating messages on the UN’s zero tolerance of SEA and SEA Referral pathway
• Provide technical support to the national Inter-Agency PSEA Network in implementing and updating Standard Operating Procedures (SOPs) and guidance documents for the Inter-Agency PSEA Network.
• Monitor the workplan implementation and related PSEA indictors of Regional PSEA Inter-agency networks and provide technical guidance where need arises.
Community Engagement and Risk mitigation
• Jointly with C4D teams, develop and Integrate GBV/SEA messages across all UNICEF sectors and outreach programs
• Identify opportunities across UNICEF programmes for community sensitization, risk assessment and capacity building on SEA. Support programme sections to identify and respond to GBV/SEA risks across UNICEF programme areas and support community awareness and consultations to mitigate GBV/SEA risks.
• In collaboration with Field Operations and C4D, strengthen UNICEF supported complaints and feedback mechanisms.
• Review UNICEF programme documents and PCA agreements to ensure GBV and SEA risk mitigation in all sectors workplans.

Gender programming management advisory support to Deputy Representative, or Representative
• Actively participate in or support Country Management Team (CMT); Programme Coordination Team; partnerships, research, financial and contract review committees and other key country-specific leadership teams, to ensure strategic inclusion of gender in all country-specific programming.
• Coordinate with the Regional Gender Advisors and the Headquarters Gender Section to plan, utilize, monitor and report on the Gender Thematic Fund, or other programmatic funds with large gender components that are allocated to the country-specific interventions for the Country Programme, under the Country Office senior management.
• In collaboration with sectoral colleagues and under the guidance of and Deputy Representative, participate in the planning and monitoring of the utilization of the budget allocated to sectoral and cross-sectoral gender interventions with sectoral colleagues as per GAP institutional standards.
• Support gender mainstreaming in RWPs, gender review of PDs and lead the gender component of the reporting of the routine country-level programme expenditures, including the annual reporting and the RAM.
• Provide technical input and review on the gender components in key funding proposal appeals and submissions and in the design of funded projects/programs so that gender technical components are clearly defined, and technical capacities are included.

Program management, monitoring and delivery of results (including emergency contexts)
• Support indicator identification, measurement and performance tracking of gender mainstreaming and the Targeted Gender Priorities, in collaboration with the M&E and planning section and sectoral teams.
• Participate in cross-sectoral collaboration and coordination on key programmatic results on gender, ensuring coherence, maximization of synergies and efficiency in utilization of resources and delivery of results.
• Support to strengthen data systems to improve data collection and utilization, as well as accountability mechanisms to monitor and evaluate progress on gender results.
• Support high quality reporting on gender results with clear indicators, and a biannual performance review of GAP specified results.
• Work closely with evaluation colleagues to effectively integrate data collection, tracking, analysis and reporting on the indicators for the GAP into programme results and gender performance benchmarks into M&E systems.
• Participate in the strengthening of the quality of research and evidence building on gender related programming, by supporting to bring in the latest learning and insights from the field on gender and development, and supporting the input of a coherent, well-prioritized research agenda in alignment with the GAP.
• Support the planning and implementation of the gender reviews and make sure that the recommendations that come out of the gender review are integrated into the Country Programme strategy and action plans and humanitarian strategies and action plans in emergency contexts.
• Participate and/or actively represent UNICEF in relevant coordination bodies at the inter-agency level (gender theme group or other networks, GBV cluster if relevant), participate as a member of steering committees, and provide close oversight of inter-agency joint programmes.

Advocacy, networking and partnership building for gender programming
• Liaise and consult with sections, government and other external partners (civil society, NGOs, private sector) to support convergence, and develop and reinforce partnerships in gender programming.
• Support building and maintenance of internal and external partnerships and networks in the development of harmonized, gender-transformative programme interventions.
• Support building and maintenance of strategic alliances for gender equality with various partners, including institutional links with UN agencies and other relevant entities.
• Collaborate with other UN agencies and partners to enhance robust gender results in sectoral programmes at the country level, including, but not limited, through participantion in HRGAG and GDPG. If necessary, represent UNICEF in external meetings on gender integration into sectoral and cross-sectoral results, including UN Country Team meetings and UNSDCF coordination, including UNCT-SWAP scorecard, GEM and HRM in UNSDCF result areas.
• Support mapping of potential new partnerships and leverage existing partnerships to accelerate GAP implementation at the country level in determined priority areas.

To qualify as an advocate for every child you will have…
Required:
• An advanced university degree preferably in social sciences, social work, political science, law or other relevant fields.
• A minimum of 8 years’ relevant experience working in emergency settings, on children’s and women’s rights, on violence prevention and response, in particular sexual violence and other forms of gender based violence; and/or on child protection.
• Experience in designing, implementing, managing, and delivering results-based programmes/projects on gender and development or any other cross cutting programme, especially at country/field level, experience in emergency response is an asset.
• Demonstrated track record of having undertaken and led substantive programming and research on gender and development in key issue areas that are the focus of UNICEF’s Gender Action Plan.
• Experience in and knowledge of UN and IASC policies and guidance related but not limited to PSEA, AAP, GBV and Centrality of Protection.
• Knowledge of current PSEA developments and coordination of activities amongst different actors and agencies.
• Strong communication, facilitation and interpersonal skills.
• Fluency in English (verbal and written) required.

Desirable
• Proven success in developing and facilitating training and capacity-building activities on PSEA.
• Experience developing complaint mechanisms as well as reporting and investigation procedures.
• Proven research skills and demonstrated expertise in analysis and development of technical papers, as well as programmatic guidance related to violence against children and women, in particular sexual violence, gender and child protection.
• Experience working in acute emergency settings.
• Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
